|Deep Fork Community Action Self-Help Housing program is unique. It
helps eligible income based applicants obtain mortgages to build high
quality, brick, single story, energy efficient homes. Deep Fork
Community Action Self-Help Housing program was established in
1988 and has assisted over 600 families in becoming proud
Homeowners. The purpose of the Section 502 Mutual Self-Help
Housing Program is to provide housing opportunities for very low to
low income based households. The program is targeted to those
families who are unable to obtain decent, safe and affordable housing
through conventional methods.
|The Self-Help Housing program is funded by the United States
Department of Agriculture/Rural Development (USDA/RD) and is an
Equal Opportunity Program. The program helps qualified applicants
to obtain a 33 year mortgage to build homes. These homes average
1,200 to 1,500 square feet living area. These may also include a one
or two car garage. The amount of the loan that the applicant qualifies
for determines the size of the home built. It generally takes six months
from closing on the loan to complete the construction and receive the
front door key as a new homeowner.
Qualified applicants must obtain a suitable building site. If assistance
is needed in finding a build site, Self-Help Housing staff will provide
this. This building site must be approved by the USDA/RD. Some
applicants already have land when they submit their application. Note
that this program can be used to tear down a sub-standard home and
build a new one on the same site. There is no down payment
requirement because each qualified family provides "sweat equity"
that helps keep the construction costs of their new home as low as
possible. They help build their new homes and the homes of other
families in their construction group under the supervision of our
experienced Construction Supervisors. In this way, homeowners are
getting brand new, energy efficient homes "at cost" which runs
between $95,000 to $115,000, which varies based on cost of land.
Each new home generally has an appraised value of $125,000 to
$150,000 when complete. Some applicants who have very limited
income receive special low interest rates or subsidized payments from
USDA/RD. In almost every case, program participants are able to
become Homeowners for what it costs them to rent houses of far less
Deep Fork Self-Help Housing acts as the counseling agency prior to
loan approval and provides technical assistance while the house is
being built. Deep Fork Self-Help Housing receives its funding from the
USDA/RD to assist with this program through a separate grant for
Technical Assistance. None of the Homeowners loan money goes to
Deep Fork Self-Help Housing. All the loan funds go into their new
home. Eligibility and loan terms are not determined by Deep Fork
Community Action, but by the lender USDA/RD.
